There is a npc in tir urphost, on hill, named Kallna. When you speak to her, she tries to say something, but it cant seem to come out. She is pulsing with a ice circle all the time, and shes purple con to a 47.

What is it with this girl? Is it anything with the event?

there's another one of these girls at the ghostly siabras behind tir na mbeo wxactly the same as the on in tir urphorst, wierd.

yeah there's the same npc behind tir na mbeo, name's rysa, and i even remember that i saw someone getting killed by her.
