Jordheim Merchant

I was looking around Jordheim today, mainly to try and find out a bit about the event, and i noticed a merchant on in the room where the guild creater is, on the floor above, he had a long name, all he sold was 1 item, it cost 1 copper, i bought it "Runes Carved Stones"

Does anyone know what it is? Or what it does?

Also there is a merchant selling beer and stuff in Vasudheim tavern, is this new or have i just noticed it now?

Bartenders have always sold drink and food in Albion, but I haven't noticed it in Midgard before.
