Is there a way to turn off the "smart" camera?

I like to be able to pan around and let it stay panned

Right now it snaps back to forward view as soon as i let go of that left mouse button and it's annoying the hell out of me hehe.... There's no way that i've found in the user settings to turn it off, but maybe someone found some other way?

There is currently no way to turn it off, Mythic gave a reason why they didn't allow you to do so (can't repeat it here sorry) but it was a pretty weak reason and I hope they allow it at some point or there is an addon made to do it as I hate it too for the very same reasons you stated.

Yes I hate that feature, what about fading health bars can you turn that off?

Edit: Just noticed theres a new option in settings in new patch to click off "smart follow" under camera

yeah that is in the user settings bit.

after the current patch go to setting and unclick smart follow
