Is GoV that hard to get?

I'm making a new template... I already have GSV, but ofc I'd rather like GOV. Is it really that hard to get? Is it camped 24/7 - or what's the big problem?

Spawn time pretty high if i'm right, it IS camped 24/7 by a bot, that then tells its char when encounter is up, and it just get farmed constandly.

The encounter isn't hard, elbowing through all the people is.
