IPX networking. pleez help

I have two computer with PCI network cards with peer to peer RJ45 cable. For some reason on on of the computers the IPX protocol will not work. on Half-Life it says "cannot initialise IPX reason:WSAENOBUFS" then of course when i try Hardwar it says cannot establish DirectPlay reason:Unknown" i have uninstalled directx and then reinstalled directx6. i have tried reinstalling windows. i have tried removing and installing the protocol. i think there is a IRQ conflict but i can't change the IRQ cause its PCI. I tried swapping the cards over but it hasn't helped because the computer IPX worked on still works with the diff card and the non-working IPX computer. So if u have any suggestions please post them to this topic.

WSAENOBUFS is pretty much what it sounds:

To avoid an IRQ conflict with a PnP PCI card, dig inside your BIOS config... you ought to be able to tell it that certain interrupts are allocated to "legacy ISA cards" (as my BIOS puts it) and so don't try to assign them PnP.

i have managed to get rid of conflicts by getting rid of USB support but this causes my computer to reset automatically when i run any programs? strange. i fiddled with legacy isa pnp but no success. thanks for the advice but unfortunately my strange IPX problem is still not fixed. the irq is shared with "IRQ Steering for PCI BUS" or something like that. i have no idea how to get rid of it. By the way can anyone tell me if IRQ steering is needed for the PCI Bus becuz when i disabled USB i managed to get it working but still no success.
