Info on pushlatency

Can anyone give me a two line summary as to what the pushlatency command does in HL?

I'm fine on 'Rate', but need some info as to the best setting for this other command.

My tip is to set it to your average ping. Then play. after a few rounds set it to half the value and play. Which ever feels better (i.e. smoother) use that
