Incomplete power off problem

My PC

Asus (I think) K7VZA Mobo
768Mb RAM
Athlon 1Gb
Gainward GeForce 2 MX400 (Jumbo)
1XMaxtor 40Gb HDD
1XMaxtor 60Gb HDD
Running WIndows XP pro (sp1)

The problem is thus:

1) When I power off the pc stays in what I assume is 'Standby' or 'sleep' mode. I.e The led's on the front stay on, the fan is on and pretty much everything is still 'whirring'.

2)Most of the time when powering up the keyboard flashes all three leds (top right of the leyboard). The Bios reports keyboard failure. I need to leave the pc for around 5mins until the kb stops flashing and reboot (pressing the restart button).

3) While booting up the sound output is a pulsing, almost alarm clock buzz. Which is very loud.

I'm pretty sure (not 100%) that I have the lastest bios update and not sure if there is any settings in XP which put the pc into standby (I choose shut down).

Also I've looked in the bios and no settings seem appropriate.

/edit problem one happens all the time. I.e I unplug the power and upon replugging the same thing happens.

I also haven't reset the bios (the damn jumper is so hard to find :eek: ).
