Before server upgrade I had a 2000 ping from China. After, it's only 400 and severely playable.

Hmm, that's very odd. Such hugely faster response times can not be the result of just the hardware upgrade.
That would mean lag went down by 1.6 seconds for everyone, and I'm pretty sure I didn't have 1.6 seconds of lag
So in short, something else beside the server has improved along the way.

Nice to be able to get a ping boosted a lot when halfway across the planet, so whatever got upgraded be it the networking in between points or the servers themselves its a complete result.

Got ya...
Did a visualroute. Apparently something's happened between Hong Kong and the West coast of America. I suspect the server upgrade was just a coincidence that helped with ping.
