how to use a respec stone?

I was so lucky to get a respec stone on the sidi raid for 2 weeks ago
But i cant find out to use/find the npc i shall giv it to (i got told u shall giv it to a npc but not what :/)
And wonder if there is any nice ppl there would like to help me??

Ok mate, make your way to a woman called Mae Oswy, she's inside Humberton Castle, go up to her and speak, then pass her the stone, thats as much as I can remember ;-)
