How do yo become Admin in a game?

When I book CS servers, I can set the RCON password, but I can't use any of the admin commands in the game, can anyone tell me how to do this?

I've used rcon a bit in tfc - and I've seen it used in CS. You have to make sure the port for rcon is right. rcon_port <port#>.

then to carry out a command you have to type:

rcon <command>

eg. rcon say hello

rcon changelevel cs_assault
