Hookpoint Purchase.

Dunno if anyone can clear this up for me but I thought that part of the compen for pryd being down was a 50% reduction in hookpoint costs.

So unless I'm missing something why does it still cost me 1p for a forge/lathe etc instead of 500g?
Do I have to use the house owner to buy the items instead of the other chars on my account. Would give it a go but he's logged in df and really don't want to bring him out while we don't have it.
