My sound card does something similar that works with CS:S etc, and helps, but it is nothing like the accuracy of this, it is amazing. I can't wait for games to incorporate accuracy like that.

consider:
that stream was just a boring 2 channel audio stream. Possibly recorded in a cunning way, possibly fiddled with afterward in a cunning way. There is no trickery invovled on your computer when you play it back so all the game studios ahve to do is work out how to record it/generate it like that easily.

I've got a dance CD that's about 15 years old that has effects identical to this except it's the sound of scissors like someone's cutting your hair. I'll try and rip it later on if I can find it.

Not exactly, when you are moving around in a traditional FPS game the direction of the noise is constantly changing, you'd need to process it on the fly in the same way as visual graphics.
