Yes all stats on jewelry works even when item is on 70% con (at which point they wont degrade any further), except the +stats. (ei. if it has parry, which I cant remember if it does, those stats will be removed when at 70% con, the rest of the stats remains. Hence you never have to repair most jewelry, since they keep stats, just try to avoid jewelry with +skills on)
