1) You cant use custom decals on BW servers and a slew of other servers.
2) A translation of MT's post, he means use the little search button in the top left of the screen. Limit the search to just the HL/TFC/CS/FLF forums and search for "custom logos" or "spray logos". YOu should get all teh relevent posts, one of which was as early as last week.
