If those stats marginally reflect the truth I don't think so. HIbernia now has a similar number of characters but looking on Duskwave:

Active Characters Alb - 4,308 (40%), Hib - 2,725 (25%), Mid - 3,792 (35%)
Level 50's Alb - 2,314 (38%), Hib - 1,542 (25%) - Mid 2,267 (37%)

Albs apear to be chosing not to RvR, much like Hibs do tbh, there's always been 1 or 2 groups in Hib that went out to RvR but not many others. Influx of new players has boosted that to maybe 3 or 4 groups out there. My guess would be these groups being out and about are incouraging other Hibs to get out there.

Alb is packed with PvE groups at the moment, people are just sick of dying in 2 seconds to FotM groups. If you held a poll and asked how many Albs were waiting for 1.65 before becoming active in RvR again you would be looking at 80%+ of level 50's.

I was in the Hib group... and for some strange reason once the hibs abd oblitterated everything in emain noone was porting back (yes we had one wipeout BUT we came back and conquered) so we went to Odins and at this time right now have taken 5/7 mid keeps.

Anyway, why are people alway's saing excal people zerg? Most excal people here (in hib/pry) are here becouse it isn't as zergy as excal. On excal albs can zerg emain so hard, that it is as alb safer to run amg - mmg and back, than walking in a shopping center at 2 pm.
So please don't tell that 4 fg hibs in a blue moon kill rvr...

No, I wasn't there (irl stuff), and probebly wouldn't have runned with them ( as I like mostly fg vs fg). But it is very positive more hibs get rvr active
