quite simple really. all the albs and mids who got free accounts havent logged on their hib chars to make hib seem just as populated as other realms.

never heard of anyone that used free account to change server balance but who knows.
Think it´s cause loads of people rolled alts when they heard of clustering and half of them have problably got tired of their alts by now
