MCL1+MoC always to start with anyway then passives till u can get RP (it owns so much with no combat timer after using like MCL).

The passives betwen MCL1+MoC and RP are what defines ur char thou as it could take time to get the RR needed. MoM is always nice but just go for cheap RA's as he said. If ur running in standard groups ur have a sorc anyway for debuff/nuke/cc (they are to easy to fitin to every group template imo ) u shouldnt require any passive mana regan thou after seeing so many casters in RvR recently id say AoM might be an idea for now as pierce owns far to much
