It sounds like theres a particularly common virus on your PC. It expands on its own, seems to have a mind of its own, deletes files you need, generally annoys you and crashes your PC a lot. Its called Windows 9x. Most bootable floppy disks with format.com can easily fix this ailment.
I know this probably hasn't been too helpful, but all joking aside, as Kryters said, with Winblows, something such as "system locking up" could be caused by any one of a million things. You need to be far more specific on one of these boards before you will get any joy concerning something like that. Eg when does it happen, has it only started happening recently, have you installed new drivers or hardware recently, does it only happen on a tuesday etc etc.
It's prolly some thing to do with your glide if it's only quake thats doing it. Btw Wtf you using 3.61 dets for, christ i was using them a year ago on my old 256ddr Go grab the 7.17's i use them on my GTS, and the 5.22's on my ddr. Make sure you scrub the old ones out before you change though, if not it can cause more problems

Well, make sure of the following
You don't have any network controller cards (isdn/network card) in the last PCI slot (furthest from your graphics cards). If you do.. move it. Check cooling. Quake 3 is particularly heavy on the graphics cards : Entirely possible the problem could be to do with insufficient cooling. It could be bad memory, different games might look at different parts of your memory, which other games and other apps don't. It could be any peice of dodgy hardware.
Use detonator 6.47. do NOT bother with 7.17 or any of the current 7.xx series. Just because its newer, does NOT mean its better (take note kurt, you could learn something here).
But like kurt says, always take the old drivers off first.
A number of things can cause crashes, these are the most likely.
