Haste buff nerfed?

Before patch didnt haste use to be 40% on the red one and 35% on yellow? Delved red haste on mid and hib now and it says 20% O,o. Has it been mentioned in patch notes, cause I never noticed it before :/

So the items with 40% procs or charges are actually ridiciously uber ? Don't get it really, cause I seem to hit slower now than before too.

it wrote me 76% on the self haste buff, now it says 38%, and i hit with the same speed

Afaik the delve on the haste buff was bugged and showed the double amount for some weird reason, said 40 but was 20. I think they fixed it in this patch, that explains why you hit with the same swing spd.
