My HL2 won't preload past 83%, so I paused and and whenever I press continue it comes up with the Validating Game bla bla box for a second then disappears and I can't get past this point :\

I had the same problem. The steampowered website says you have to cancel the preload and start again. This all happened as Phase 4 started and steam updated.
