actually, it´ll have conflag on and it has nega belt, shouldnt i just keep the cloak anyways? just need to get the spare parts which i have

To summon the cloak you will have to wear some other armor parts first like the brutish brawler armsguards + abandoned legs.
Then have the astral body + legs in your inventory.
Then fill rest of the slots up with poisons.
When that is done take the astral armor parts on + 1 weapon.
The astral cloak will drop on the ground.
After that take the astral chest + legs into your vault keeper.
Then after pick up the Astral Cloak of Heroes and you can take it on and off as you want.
