Is actually a quite funny story how I got it finally.

Had maybe 110rp left to RR8 and got jumped by groups, popped by reaver pbae and ganked by guards, added on etc so I felt very frustrated about it. Then Caester walks over my dotmine but I fail to find him. 15 min later I jump on a boat and as I pass gupet while riding the boat he kills Caester and I get 225rp and ding.

Was alittle of an anti-climax actually but god knows I struggled for those last 110rp
