Constructor! It's as old as the road to rome, but it's filled with random humor. Good for a laugh, had some nice gameplay as well.

Not sure if it goes under construction, but try Rollercoaster Tycoon, had soooooo much fun with that game a few years back Caesar III is also a fun game.
