It's a bugged item - not like he photoshopped it.

Besides that, it's not that strange to have an item with two different level requirements for different powers on it. When you add a crafted proc to a player crafted item (minimum level usage 0), you add a spell to it with a minimum level usage. (level 20 for the lowest proc).

Edit ohh and just to clarify many armor/items have multiple level requirements, the first requirement on that armor is for the bonus to melee damage ect.. the second requirement is for the charge/proc. Poooned

If you get an item like that all you need to do is to zone with it once and it will update to the correct stats.

from what requiel said the item changes to the correct stats upon porting.....so its not real.

like i said...if its too good to be true....it usually is.
