Interesting collection of villains though this may be --- how can they leave out professor whatsisname from Impossible Mission on the C64 -- I may not be able to remember his name but i can't forget his chilling
"Another visitor..... stay a while ..... stay forever!"

And as all the enemies were his robots he was responsible for everything so he does fulfill their rules

And they need M Bison from sf2... maybe not very charismatic, but certainly one of the most memorable...
