Okay first the warping thing: It isn't anything to do with FLF, I haven't got it and nobody I know does. I suggest it's probably to do with your connection settings, or if it only happens with select people, it's because they're lagging.

The assault rifles in FLF do not have any stopping power a la CS, i.e. being shot doesn't slow you down. I believe that being hit by the sniper rifles and the HK21 (suppot gun) to have some stopping power. However being shot can cause a reduction in aiming as the view can 'bob'. This is a good thing as it maintains the fast pace of FLF and does not cause attackers to stagnate against a good defence.
w.r.t. bullet penetration, all the rifles penetrate, the smg's and shotties do not. Penetration is not quite that in CS, shots don't tend to go through the whole of a crate very easily, but they do go through the corners easily. Walls can be shot through as well, maybe through a foot ish of wall in game terms. A good example is flf_village ( the one with the mansion cap point) where you can actually shoot the capper through the floor ( easily prevented by caping from the bed or from on top of the cap point rather than right in front of it.). I suggest you turn on the feature which causes brackets to appear around the cap point when it is being capped (cl_cphelp 1 i think)so you can guess where the capper will be and shoot through the walls. Howvever because it is harder to kill in FLF than CS for example, shooting through walls is not a dominant factor, rather just useful in particualar situations.
I suggest loading a lan game of flf_village and seeing what you can shoot through, it's the best way to learn.
Oh and bullets don't bounce off walls
