Foundation lots

I just scanned thru the herald foundation, but I have been unable to see how much each lot costs in upkeep/week. The upkeep for the houses are there, but not lots.
If there have no upkeep, what´s to stop very rich players from byuing many lots, and selling at overprices later?

you dont pay upkeep on lots... but you do lose the lot after a week
