You can't format C:\ without doing a total format (as in, stick in the windows OS disc) you can format other drives such as D:\ (etc) since they're not in use.
C:\ is the default root directory for system files.
Trying to format your own System disk from within windows, is never a good idea.
Boot up from your Windows XP Installation CD and follow the instructions.
Make sure you have changed your BIOS to allow boot up from DVD/CD prior to Disk Drive. I tend to have disk 1st in boot up sequence from a boot up speed pointof view. Then swap them around if I need to an install.
If you don't them you will never see the windows xp boot cd options.
