Can anyone enlighten me about this NPC that stands next to the portal in Aegir. He has complete sets of PVE armour, in exchange for Flickers I assume, whatever they are.
Is this some sort of GOA event that has passed me by?

Its right up there with Trifecta in a forgotten fotm no one bothered with folder on a mythic shelf

Yes it was a GOA event, and seems to have not been removed.

It's probably still there so that the 99% of the 1% of the player base who even bothered going in there & then got wiped by 100'000'000 shadows after 30 seconds can spend the 1-5 glimmers they managed to get on a roleplaying item like a Half-Eaten-Turkey-Leg for instance!

Or you could get that friar staff that has a crush debuff on it
