Quickness is very important not a bad template though.

You might want to check the epic helm stats, from what I hear it has a pretty high utility value (ie. cant make something as good). Since your using a hooded cloak the look wont really matter.

problem is epic is massively overcapped in some stats and needed cheap ass method to get stats right

quickness elutes me a bit
some posts on IGN suggest that lower quickness only makes hitting harder (and slowe o/c). Thing about quickness that worries me is blockrate but i am not sure

Stats on the Epic helm are good, admittedly - but it looks utterly shite.

Quickness is good for pure s/s, increases your damage over time while decreasing your damage per swing - but you swing faster.

i was to lazy to make the gems 99% in the calculater

but you think 32/28 is safe?

i heard storys about the boom changes not so high as stated in the SC calculator

There seems to be a new quest (lvl49-50, "Lost Treasure") in SI that gives a choice out of 4-5 different bracers. All have very high utility values.

For example, Bracer of Shielding (Utility= 62.0):
