In theory, yes.
In reality, try getting past amg primetime, then try going atk primetime, then try to kill buffbots without hitting guards or people in fg's who are going to search for you if you hit them, then try hiding for sst and his gay sh squadron or other sh lamers when you do indeed kill 2 or 3.
But on a good volley run I can kill about 5 or 6 before they find me, usually theres plenty of afk casters with shields down to twoshot too, and sometimes the occasional rr2 paladin without buffs tries to kill you so you get rps from him as well!
All in all it's way better than trying to fight non afkers in primetime cos you get zerged anyways, by either outlaws fg('s) or Euskalduns tapa party hola hola! In the mornings I don't even bother with volleying.
Then again I don't RvR in teh morning.
