somone explained why to me once and it made sense even though the actual difference was very minimal (something to do with moving further than you would without speed)
imo I cant see why it would though.

I'm pretty sure it doesn't affect how fast mana regens, as it doesnt use mana anyway.

I haven't noticed any difference, so if it really does, the difference is so small it's negetable

in one way yes
lets say u are moving from place A to B. u have 50% mana left.
with speed u regen less mana in your travel from A to B
without speed u are given time to regen more mana in the travel from A to B
