Basically - headline should be "easy political win which doesn't actually change anything"...

Edit: Now I've actually read the article:
Ahead of the Lords vote, Director of Public Prosecutions Keir Starmer wrote: "We are unable to identify a case in which the alleged behaviour leading to conviction could not properly be characterised as 'abusive' as well as 'insulting'.
"I therefore agree that the word 'insulting' could safely be removed without the risk of undermining the ability of the CPS to bring prosecutions."

So, no change then.

I see they are also debating nudity laws, because you can be arrested for being nude in public and offending people, which of course depends on the figure of the person in question, a twenty year old girl with a models body isn't offensive, but a fat 80 year old man with saggy balls would make me sick in my mouth.
