Event is dead ?

As there is lack of RvsR sometime ( ) i went out investigating the event. So far all I know some NPC's have popped over all realms. The 100 NPC's/mobs GOA is talking about i can't find and nothing seems to happen or have been discovered so far.
Is it dead? or has the action to start yet?

Hibernia on Prydwen got a huge event led by Valfaur the Astrologer a few nights ago as part of the campaign.

Midgard on Prydwen got their event but they immediately killed the event NPC so it didn't last very long.

Our turn will come!

The NPC was Forkylning. It happened two nights ago. I don't know the names of the Midgard players who killed it, or where it happened, but I can tell you the why: they are a pack of retarded goons. Too bad for their realmmates!

Oh, note: I have not read too far into the accounts of the Hib event, because I don't want to spoil the whole thing if I should be lucky enough to get to participate when Hiberna/Excalibur gets it. And of course, you can't read too far into the accounts of the Mid event because, whoops, it got called off for lack of brains.

Could someone explain how to know when an "event" is occuring and what it actually means for me and others in the realm?

Who decides when an event happens, etc?
