All these "bank" and "investment" services in EVE are SCAMS. Since it's not supported by game mechanics it relies solely on player trust.

Stupid people do stupid things also in a computer game.

Then again - it only reaffirms why I have no interest in EVE any more. People are just too willing to screw others over in the "game" for my like. But it just goes to show what real life would be like if laws didn't exists.
