Howcome healers, give shammies/themselves/casters PoA?

As far as I know it only works for melee chars

The last 4 out of 5 grps I've had, the healers have been giving everyone in the grp PoA.

They didnt seem like noobs, so now im just wondering if something happened to that buff, making it usefull to non melee chars, altho I doubt it

Because they are stupid or just have leftover buffs.

Gets pretty dull just pressing heal and stun buttons, maybe they wanna beat on the mobs for a while too
