error message in CS

"You cannot connect to a server which is running under a different protocol version"
WHAT IN THE WORLD DOES THAT MEAN?? I can't connect to any servers at all--I always get that message!

Do you have Retail Counter-Strike or the Half-Life Mod Download version?
