Encoding VCD/SVCD with Subtitles (from .smi file)

Ok here's teh thing

I have an .avi movie file and an .smi file (holds subtitles)

Does anyone know of a program that will encode the .avi to vcd/svcd and include the subtitles from the .smi file?

I am struggling to find a good prog to do it.
