Durability on artis etc

Is there a way to fix Durability on artifacts and quest items such as the 80 util necky etc etc?

why even repair the 4x10% resist neckie.. (beaded resisting stones..ish)? by letting it go to 70% con it still works just as fine. That goes for all jewelry that does not have +skill on them (like +4 shield, +5 axe etc).

artis I'm unsure of, but would guess the same thing works on those jewelry artis without +skill .. belive the americans have done tons of tests on this subject
