Druids and Scepter of the meritorious?

according to VoS druids should be able to use the lvl10 ability (boon of kings), yet when i try to use the charge with /use2, all it does is switch weapons to the scepter and i get the usual text in the chatbox "you attempt to use the scepter of merialala", and nothing more happens.

So, what am i doing wrong, or is VoS giving misleading info here?

You are doing something wrong, druids should be able to use the lvl 10 ability
