For those interested in the dragon raids they will recommence new year probably when 1.65 comes live on saturday nights with a 25 person party.

Master levels and artifacts will only make RvR worse than it is now, you don't have a choice not to do those quests because you will be vastly underpowered without them. The whole game has gone to hell in a hand cart because of poor concieved expansion packs.

Spellcrafting plus effect on resists, Bonedancers, Savages and powerlevel mad Necro's. That is the legacy SI leaves and it made a huge negative impact on RvR.
