download problems

something has happend to my con and i cannot download any files off any site. all web pages load fast still, very good pings in games but i cannot down a file at all, or if it does downloads it gets to 1% then stops. anyone know what this might be?

Low disk space on the default drive you download to?

That's nothing compared to mine, I can't download, otherwise incoming data just stops, from everything. ISP won't let anything through, not even IRC or MSN, have to totally reconnect, and then it happens randomly the rest of the night.
BUT only does it when I'm downloading, never when playing
