Not sure what you mean all 99% qual armour can be OC'ed 5 or 5.5 points with no risk..

He means that all the points are not used up, some items are not using the 5.5 overcharge fully. Also the utility is low due to a top tier gem on each item.

from what i see it finishing the template where he probably miss some some resists and lots of hits he wanna cap + some con
so its ok not to use all the possible overcharge (on my SC items i got only 30% overcharge on 1 and 50% on other 1)
