if your trying to hit something that is higher level than you having +SR does help. For casters that have a spec and baseline set of spells having +spell level will reduce the verations of Baseline spells (this also goes for healing and buffing spells) but as SR is a specline i don't think it will effect damage, just redue that chance of a spell being resisted. Best bet is to look at some Thane and Reaver templates and see what people use.

In New Fontiers most nukers/debuffers etc can buy Mastery of Focus that rase spell level for to-hit, not sure if the RSPs are worth it over emb points.

And +body for lets say a sorc does also increase the damage of the specline body nuke so it doesnt only affect baseline spells.

after loads of tests and much stressing for our yank counterparts they found that +Soulrendering / Chants / Valour all do naff all, nothing, nowt, nadda. Dont know about storm calling though.
