More people tend to roll Albion for the whole ''look ma im a knight in shiny armour''
on top of that Albion on excal at least tends to be more casual with less ''FOTM'' Guilds vying to be the more l33t dude on the server by eating pep pills and staying online for 10+ hours a day farming said casual players...

Given the fact that for most alb rvr guilds your not only competing against the enemy FOTM groups (and some casuals i must admit) you are also competing against the other Albs as theres not alot of space to roam without bumping into another bunch of your realm mates.

There is more servers where albs are more than hib and mid (not all)
And the fact that a Good alb grp can be a bit harder to setup and might be a little weaker (due many diffrent classes needed) leads to albs in general take the easy way and zerg, this leads to everyone get a small amount of rps instead of a few people get all rps.
