Digital video editing question

Got this in an email from someone, I have no clue for an answer. Can anyone help?

Do you have any ideas about how I could use my digital video camera or digital camera to take time lapse pictures through my pc. I am trying out some downloaded software, but not too successful. Is it possible to write something to tell another program to do a certain command at a certain time. I have editing software for my camera and video camera, and webcam stuff, I am sure somewhere it allows me to capture a still image through the PC, but could this be setup to do it automatically with a time delay between shots?

I've got a webcam set up that takes a shot every 30 seconds. But it overwrites it automatically, and my brain is a little too fried right now to give any decent answers.

The prog I use is webcam32. Worth a look.

adobe premiere, you can import numbered stills, and then export as a divx/whatever.

Not sure if it will do what you want, you may need to use something else first.
