Danaoin Fishing Fly xp drop

I've been collected Danaoin Fishing Flys from the Danaoin Farmers in Lyonesse (Albion), hoping to cash them in for a nice bit of xp. However, they are supposed to go to a "Wina Wyman" in Caer Witrin (according to both the web and the newish information page about the item (right click then shift+i) - yet I can't find her and the guards there don't know a person by that name.

I've tried giving the things to everyone there but no one wants them - does anyone know if the person has been removed, or only spawns at a certain time of day please?

She's in the merchant area around Ardibard's Retreat now. I found her a couple of days ago by accident.
