Creremonial Bracer Quessie

Does anyone know if this artifact can be activated more than once on the same char?

A few different viewpoints some say yes as we have two bracer slots, some say no only one artifact can be activated per char. I cant seem to find any info on this in any patch notes.

Reason Im asking, noob Vulc here, very tired chose con bracer & needed the Dex one

Its np can still cap what i need with con bracer, was just more of an ingame discussion with there being two bracer slots.
