Had it when I was 50 matter. Respecced out cause there wasnt much use for it. The dmg with full matter with it wasnt that good either. I'd advise against getting it.
It is level based, but since my sorceress was 50 when I got it, I don't know what damage it does at lower levels. With no matter spec, it was doing about 60-120 per tick * 10, so nothing very uber. I estimate the radius as being about the same as my mez, so 350ish, and range of around 1500 but might be a bit less.
It does have its uses. If nothing else, its an instant AE interrupt, and its quite fun to throw it around at large open field battles, or keep defence/attack.
Anyway, I respecced out of it to get MoC, which is the bomb If it were either cheaper or on a shorter timer, I would consider getting it again because it's quite a fun thing ... but if it stays the way it is, I can live without it.
I baught it with my first respec, it hit for around 90 to 120 a tick for 10 ticks (41body 35mind spec) liked it when combined with a cabbie RvRing(IT DOES STACK)
there was a brief spurt of interest in the RA right after RAs were introduced, but since then I've rarely seen it at all. It always seemed to do over 1100+ dmg to me, which makes me think it's rather good or was, hell it's a 1shot to an unbuffed enemy caster but in general rvr dots aren't large damage dealers since it's usually over too fast. also the mez/root immunity it gives can also be detrimental. great fun at keeps tho imo
I have no matter spec, dmg varied widely, and it CAN be resisted got quite upset using it on a buffbot once at a pk and it was resisted so RA was wasted and nothing got dotted ;/
Respecced out of it since it is very situational and better things todo with 14 points...
(it will do around 1k dmg to targets though which can kill.... but every 30min ae-effect... hard to time right with sorc, dont wanna break my own mezz..)
