There is no "timer", but a cycle time and repop chance. Could be days, weeks, years etc.

Egmeister hun, Those GM's are telling us that, and that it has been killed at around 16:30, then they asked by who it has been killed, and they say oops it was in hib. Makes us think, just always around 8 people camping it every day for the credit, it's so sad : /

Correct.

Say something has a cycle time of 15 minutes, and a chance to pop of 5%, every 15 minutes theres 5% chance it will...pop.
